PROVES A FAILURE. i SHORTAGE l* 1 ' MILLIONS. By Cable—Press As -i—Copyright Received May 27, 10.50 p.m. Berlin, May 27. Persistent rumors are afloat to the effect that Germany's finance reform of 1909 has proved a failure, and that new taxation must be devised. According to the newspaper Tageblatt, the shortage will amount to twelve and a-half millions sterling.
