Lord Gladstone (the new GovernorGeneral), with the Prime Ministers of Cape Colony, Natal, Qrangia, and the Transvaal, and m'ainy politicians and citizens, strikingly fa-re welled Lord Sel'borne aboard the Armadale Castle at Capetoiwm. The newspapers pay a tribute to Lord Selborne's unfailing impartiality, and declare that he has striven to obliterate racial prejudices and divisions in Sou-till Africa. Iniforni'al conferences are proceeding at Capetown between the various South African Ministers. It is expected that Lord Gladstone will confer with the leaders to-day. There is a strong feeling that the Premiership question must be settled, without delay.
