PASSIVE RESISTERS. Received May 19, 11.30 p.m. London, May W. A remarkable passive resistance movement has begun to protest against the present assessment of licensed properties, owing to depreciation caused by the increased duties. Some .brewers urge tenants to delay the payment of taxation as long as possible.
