Fielding, Minister of Finance, is coming to England immediately to arrange for the conversion of a four million pounds loan. This will necessarily cause the postponement of American tariff negotiations til'! _ the autumn. The Government are] meanwhile sounding Canadian manufacturers and producers. Public opinion does not favor the proposals. The National Association of Manufacturers of the United States favors closer trade relations, and an agreement for, the construction of a new through-water I route from the Great Lakes. I
