The Times' Toronto correspondent states that the Manufacturers' Association are preparing to draft a manifesto declaring that the whole transportation system, costing hundreus of millions of dollars, had developed l an east to west traffic, and interest and obligation alike showed that the manufacturers should oppose any fiscal arrangements inimical to inter-Imperial preference.
AMERICAN "GRAFT."
Received May 13, 12.45 a.m. New York, May 13. The Lower House of New York State Legislature rejected a measure advocated by Mr. Hughes, providing for a farreaching primary election system. The party (bosses opposed the measure, but passed a substitute Bill containing less far reaching reforms. The upshot is interpreted as making the Republican defeat at the elections in the autumn more probable. AN AMERICAN DESTROYER. Received May 14, 12.45 a.m. New York, May 13. The 29y 2 knot destroyer, Sterret, was launched at Quincy, Massachusetts. It is expected the vessel will 'be able to keep to the sea with a battle fleet in all weather. FINLAND'S RIGHTS.
