A remarkable controversy is proceeding in Germany as to whether trades union action has really .benefited the workers or the increased cost of living has merely counterbalanced the increased wages. Herr Calwer, the eminent statistician, proves that th» cost of living (is 27 per cent: above tk- ■:■>■<; ;-> "v: German trades unions, replying; proved that the wages of 1218,600 masons and 51,564 carpenters averaged 39 per cent, above 1895. Other trades similarly advanced.
