The committee /if the Federation of Master Cotton-spinners have issued ballot-papers, returnable on the 17th, asking whether the masters will enforce the reduction by a lockout if eighty per cent, of the owners agree. The committee states that every advance of wages has been obtained without stoppage, but reductions have been fought.
