Yesterday's counter oiler made bv the Manchester cotton-spinners and refused by the operatives wfls not to enforce the 5 .per cent, reduction till September. THE .MASTERS' ARGUMENTS. A SPINNER'S (OPINION. Received May 5, 1.20 a.m. London, May 4. The committee /if the Federation of Master Cotton-spinners have issued ballot-papers, returnable on the 17th, asking whether the masters will enforce the reduction by a lockout if eighty per cent, of the owners agree. The committee states that every advance of wages has been obtained without stoppage, but reductions have been fought. The policy of the operatives seems to be to advance in times ot prosperity, but the mills must work short time during depression. William Mitllin, secretary of the Cardroom Workers' Association, stated that the workers suffered enough already, and might as well starve playing as starve working. The stoppage of English mills meant a /bitr advantage to German spinners, but the operatives believed that the trade would be better after September.
