INTERNATIONAL CONGRESS.
A LARGE ORDER. By Cable—Press Association—Copyright London, May 2. Reuter reports that Signor Luzzatti, Premier in the Italian Cabinet, proposes to hold an International Congress at. Rome in 1911, to adopt permanent rules governing the formation of labor, emigration and nationality treaties. It is hoped to protect labor thereby in the same way that industries and shipping are now safeguarded by commercial navigation treaties.
