King Albert, speaking at the opening of the Colonial Exhibition at Brussels, foreshadowed reforms extending to the Congo. The new regime, he said, will be worthy of Belgium. JTe condemned the extreme exploitation of the Congo, and urged an extension of railways throughout the Congo.
