The best tribute that Boutros' colleagues can pay his memory is to ensure a continuation of his work of pacification. Sir Eldon Gorst admits that the Press law which was revised for the purpose of curbing incitements to crime was applied with excessive moderation. Unless matters improve it must be applied with greater severity.
