In a Blue-book on Egypt for 1909 Sir Eldon Gorst declares that the Nationalist Party is morally responsible for the murder of Bontros Pasha. It was due to the criminal incitements of selfstyled patriots. It would be calamitous if the improvement which begun to manifest itself in the attitude of the country towards its rulers should r oe cut short by a mad act of an individual, and justification given to numerous human elements who advocate stern repression. The best tribute that Boutros' colleagues can pay his memory is to ensure a continuation of his work of pacification. Sir Eldon Gorst admits that the Press law which was revised for the purpose of curbing incitements to crime was applied with excessive moderation. Unless matters improve it must be applied with greater severity.
