Mr. Balfour, speaking at a "tariff luncheon'' given to working men visitors to Germany, referring to .Mr. LloydGeorge's references to "black bread offal," said it was discreditable to public life to bespatter the civilisation of a friendly country with the mud of our preposterous controversies. Britain had much to learn from Germany, especially in social reform. Mr. Balfour incidentally declared himself a strong tariff reformer.
