CANADA AND THE EMPIRE. SOME PERTINENT POINTS. By Cable—Press —Copyright. Received April 22, 9.40 p.m. London, April 22. The Times says that the principle that national armaments must be at the disposal of the Parliament building and maintaining them, is a fundamental condition of all co-operation in Imperial defence, but Sir Wilfrid Laurier's arguments tend to obscure the 'fact that although compulsion to take part in Imperial wars cannot come from within, it may come from without. If the Empire foe at war; Canada is necessarily at war, though it does not participate in actual hostilities. It is true that Canada had 110 direct interest m the vjrimean war, but Russia would not have considered herself debarred from raiding tilie Canadian coasts. These actual responsibilities are involved by any system of Imperial partnership. They were directly recognised by Mr. Fisher on behalf of Australia, The Times adds:—"We consider Sir Frederick Borden (Leader of the Conservative Party in the Canadian Senate) justified in insisting that they should be recognised in the Canadian Navy Bill."
