PROPOSED r.AYLY MEMORIAL. ! SPECIAL MEETING OF THE TARANAKI UNION. (By Telegraph.---Own Correspondent.) Stratford, Last Night. A special mauling of the Taranuki Rugby Unioii was Held to-night. Present: Messrs. Cur.gill (chairman), J. McLeod (I'ukapa), L. Hill and J. .Clarke (Stars), E. Brown (Inglewood), D. Malone and R. Masters (Stratford), H. Surgel and Perrilt (Eltham), 11. Chambers (Hawera). T. Buchanan (Clifton), and J. Young (Opunake). The bu,sines-, of tile meeting was J;o consider notices re rescinding resolutions determining the location of the proposed Bayly memorial at the New Ply mouth Recreation Grounds and tile resubdivision.

In moving the first resolution, Mr. Malone quoted the details of his proposed .scholarships scheme, particulars of which appeared in this paper yesterday. He did not claim that the scheme was perfect, and welcomed any alteration suggested by the delegates. ITe explained the -scheme clause by clause, laying particular emphasis on the value of the inclusion of character in the conditions. In regard to the athletic events, he considered it admirable to have a standard which compelled competitors to show a desrree above the average of efficiency. The proposal had been submitted to the Inspector-General of Education, nvho had replied that the Department would be prepared to hold the examinations. Touching on the financial aspect, Mr. Malone advocated increasing the amount in hand bv taking over the grant made by the New Zealand Union for school football ( £9). giving a total of £BS. To raise the difference he proposed a personal appeal to the public and the issuing of a shilling subscription. After the first year £lO a year would be required, and he considered; this might be provided by ,t-he proceeds of the tournament at which the athletic events would be judged.

Mr. Chalmers seconded the resolution

Mr. Clarke raised the objection that it would disfranchise all the children! that did not reside near a railway line. He considered Mr. Malone was too optimistic regarding the financial results of the sports, and considered the amount of the scholarship altogether too small. Mr. McLeod considered there were many difficulties ahead of the scheme,, and opined that the proposed sports meeting would be a tax on the Union/ as the public would not attend such functions. He considered the gate scheme, with the amount in hand, was the better of the two.

Mr. Buchanan thought that an appeal might be made to the New Zealand Rugby Union for a grant. Mr. Sergei considered the meeting should confirm the principle before worrying about the details. His opinion was that the scheme «ms in the right direction.

Mr. Skoe'lnwl thought the Union should support Mr. Malone's scheme. Mr. Hill regarded the scheme as too premature. The chairman supported the resolution. The motion was put and carried. Mr. Malone then moved that a Bayly memorial scholarship be established on the lines of his scheme. Mr. Chalmers seconded, and the resolution was carried. An amendment moved by Mr. McLeod and seconded bv Mr. Buchanan, that the matter be deferred until there was fissured finance to provide an annual scholarship of £lO, was lost. Tt \va= decided to make an application to the New- Zealand Union for a grant of £IOO, and that an appeal be made* to the public for further assistance, sub-scription-lists to be returnable, bv 31st August, after which the amount of the scholarship will be fixed, and that the 1 management committee, with Mr. Malone, be empowered to arrange all details.
