DUAL EDUCATION. BILL PASSED IN ORANGIA. By Cable—Press Association—-Copyright. Capetown,' April 10. The Opposition in the Legislative Council of Oraiigia divided on emyy clause of the Dual Education Bill. After eight clauses had been passed, Mr. Byron, the jifcider, declared it was useless to and left the House with the Opposition. The Ministerialists then ipassed the Bill. General Hertzgog introduced a modification, requiring as a qualification for the of principal or vice-princi-pal, instead of proficiency in English and Dutch, sufficient progress in the language wherein the candidate was not proficient.
