AN ENGINEER'S REPORT.

Melbourne, April 9.

A report brought from London by Mr. Davidson. Inspector-General of Public Works, embodying a scheme of harbv-r vimprovements prepared by Sir William Matthews, was submitted to Cabinet. The report condemns the short-cut scheme recommended by Mr. Ferguson. It recommends a new pier at a point where Mr. Ferguson recommends a short pier, to be 1800 ft long and 210 ft wide, and affording accommodation for four of the largest liners likely to ctfme here. Exclusive of railway line and sand connections, the pier would cost £370,000.

The report provides for the construction later on of other piers.
