Received March 31, 10.25 p.m. Ottawa, March 31. The Hon. Fielding (Minister for Finance), speaking in the Dominion House of Commons, in referring to the agreement arrived at with the Uiiited States, said that one res'ult had been the tacit recognition of the right of the British colonies to give mutual preference. Retaliation was sometimes necessary in self-defence, but a tariff war was' deplorable. Canada was now able to give preference to Jamaica or the other colonies. He emphasised that an honourable compromise had been reached, and acknowledged Sir Jas. Bryce's unfailing co-operation and support. He concluded by stating that he firmly refused to give the United States the whole Freneh treaty list, but offered to reciprocate for special reductions below' the minimum American tariff.
