The Czar has signed :t manifesto commanding the introduction in the Duma and the Imperial Council of n Tiill concerning the procedure observable in the case of laws aecting Finland only and those of the Empire generally. The Finnish Diet's views thereon shall be submitted for the Duma's and the Council's consideration. His Majesty i* confident that the Duma and the Council will fulfil the task of the promotion of the unity and integrity of the Empire and the prosperity of bis .faithful subjects.
