He adds that there is no. reason to believe that Canada 'promised any tariff co-ncrs-sions. though it is likely ,'tliat there will be Negotiations later, with a view do a reciprocal treaty. In the meantime it is expected that President Taft will proclaim that Canada is entitled to Cite minimum .tariff, though that will necessitate straining the Act of Congress.
