The Times says the fact that no echoes are heard -this year of conflict between the Admiralty and the Cabinet indicates that the Cabinet accepted the 'Admiralty's proposals! without cavil. The country will therefore be slow to take exception to the programme. The comparatively email sums, to be expended on new construction suggests that by about the spring of 1913 this will be satisfactory, if Germany's construction has not appreciably advanced. The Times adds' that the tenders for the colonial Dreadnought cruisers are presumably under consideration by the colonial authorities, with whom rather than with the Admiralty the immei'i ate' initiative would seem to rest. The Chronicle says the Estimates are framed in an extravagant and alarmist spirit. It is' necessary to remember that as ships wear our Great Brita n'a superiority in pro-Dreadnoughts teflus to diminish.
