LORD ROSEBERY'S PROPOSALS. By CaVe. —Press Association.—Copyright Received March 10, 0.35 p.m. ; London, March 10. In the House of Lords to-day. Lord ,Rosebery gave notice of the following resolutions:—First, that a strong and efficient Second Chamber as an integral part of the Constitution is necessary for the well-being of the State and the balance of Parliament; second, that such a Chamber can he obtained l>v the re«form and reconstruction of the House of Lords; third, that a necessary pre.liminary to such reconstruction is the acceptance of the principle that the possession of a peerage no longer of itself .gives the right to sit and vote in the i House of Lords.
