WORLD'S GREATEST MENACE

Mr Jacob Scruff, a financier, speaking at the New York Republican Club, said the understanding between Russia, Japan and Great Britain will constitute in the next few dscades the world's greatest menace. "I was greatly mortified," he went on, "to learn that Japan has joined hands with Russia to keep China in a state of vassalage, and tliat perfidious Albion was a party to the compact." Mr Schiff was prominent in financing Japan during the wr, and was decreated by the Mikado for his services. London, March 8. The Times' RThshington correspondent, commenting on the speech, says the existence of an anti-Japanese sentiment is an important factor in America's' international relations.
