EARL MINTO'S SUCCESSOR. By Telegraph—Press Association. Received 10, 0.20 p.m. London, February 10. The Times states that Lord Kitehener will only be appointed to India if the situation assumes a dangerous aspect. Otherwise Earl Minto's successor will be a civilian.
