Mr. Griffiths, M.l', lor Wednesburv, writing to the Daily Mail, proposes Iliat the Upper House be curtailed 200 members; the colonies to be asked «to nominate 40 members who have none Imperial work—Canada 10, Australia 3, and the others proportionateiy' He adds that an Imperial Navy ;s now an urgent necessity. The dominions perceive the need and have begun ~o build.
