THE NEW ARRANGEMENTS. MR. ARNOLD'S VIEWS. By Telegraph— Press Association. Dunedin, Last Night, ill'. Arnold, M.P.. in au interview, considered that Mr. Matthews' appointment is an excellent one, but is disappointed that nothing ha* 1 boon done since Mr. Bishop presented his report. Ilis great desire was to secure internal improvement in the force itself, 'which would not lie satisfied till the men received increased pay and allowances were placed on a better footing and various improvements effected. He regarded Mr. AValdeprave as a stop gap. The Government Should either appoint one of the inspectors or bring a man from Home. He believes the High Commissioner could secure the services of a gentleman who held command in the Bengal police force nnd retired two years ago on account of ill-health, but is now recovered. He regards Mr. Matthews' appointment as an indication ilrat the reorganisation of the headquarters staff will be undertaken. The information regarding the I Imposition of penalties' is incorrect, «*b [ all Mr. Dinnie's powers have now been passed to Mr. Waldegrave.
