The Frankfurter Zeitung states that Japan is establishing an arms factory on the German model, and a construction school to be carried on in connection with the factory, with German engineer officers aa instructors. HOUSING THE TURKISH PARLIAMENT. Constantinople, January 25. Princess rNazimh, daughter of Abdul Aziz, offered her palace for a Turkish Parliament House. The Chamber accepted the offer. TI-IE KHEDIVE OF EGYPT. Cairo, January 25. After undergoing quarantine the Khedive has arrived at Cairo on return from a pilgrimage to Mecca. AUSTRIA BUILDING DOCKS. London, January 25. Austria is building docks for Dreadnoughts at Pola, a port on the Adriatic.
