UXITED STATES AXD GERMANY. AMERICA HOLDING OFF. By Telegraph.—Press' Association. Received January 23, 5.15 p.m. London, January 23. The Morning: Post's Washington correspondent states that America is unlikely to settle the German tariff before February 7th, as negotiations' are pending with France and Canada, which concessions to Germany would disturb. Washington considers it is preferable to experience for a few weeks the German maximum tariff rather than encourage Canada and France to make stiffer demands. 111 W
