Russia has rejected the proposal* ot Mr. iiuox, United States Secretary of Slat. 1 , to neutralise the Manchuria!', railways, and emphasises that no danger threatens Chinese sovereignty nor the policy of the open door. .Neutralisation. Russia says, would injure Russia's State and private interests, which have been established by colossal ell'orts and sacrifices. and would constitute an unjust infringement of the rights and privilege in connection with the Chinese and Eastern railway and other undertakings, Japan also refuses Mr. Knox's proposal, and declares neutralisation would be of no advantage to Japan or China. Japan is stated to be strictly adhering to the open door in Manchuria.
