The Daily News, referring Dr. Hohrbach's, criticism, remarks in regard to the rumoured curtailment ot the naval programme that the programme expires in 1917, and that it will be difficult for Germany to propose to alter it in the face of so much heated national debate.

The News adds; "It is well to face the facta, and acknowledge that the most hopeful prospect at present is not in curtailing the programme, but In reaching some understanding regarding naval expenditure when the programme is fulfilled; meanwhile the greatest obstacle is found, not in the Governments, but in the scaremongers' of both countries."
