He took the oath in •the Chamber of Deputies, Socialists' attempts to demonstrate against the monarchy being drowned in cheers. The speech paid a tribute to Leopold's work in Africa, and added that in the Congo the nation wishes n policy of humanity and progress. Belgium always keep's her word, and engages to apply to the Congo a policy worthy of her. No one 'has a right to doubt.
