Sydney, .December 17. The Hon. Wade's Bill makes any leader who instigate* or aids a strike or lockout liable to twelve months' imprisonment without the option of a fine. The penalty on other leaders is left «t two months, If the placing of a strike or lockout is carried on behind closed doors, the police are empowered to enter these.' The penalties apply equally to masters and men. Increased penaltie* only apply where the strike deprives' the public of a necessary commodity. The Bill also contains two clauses from the Commonwealth Act against Illegal combinations. The Stauding Orders were suspended amid much disorder. The Speaker, in anticipation of possible trouole, sent for extra police. The discussion iB now proceeding. It is stated that warrants have been issued for the arrest of twenty more men at Newcastle for inciting the strike. Sydney, Later. After an all night sitting, Mr. Wade's Bill passed all its stages without amendment, after persistent application of .tke closure. Received 17, 0.25 p.m. Sydney, December 17. The discussion during the latter stages of Mr. Wade's Bill .was exciting, the closure being applied 31 times during the debate. Received 18, 1 a.m. Both Houses passed Mr. Wade's 13(3 unamended. The session has closed. , NATAL COAL TRADE BUSY. , London, December 16. The Standard's Pietermarltiburg correspondent says there is abnormal activity in the coal trade owing to the Australian strike. Ships are leaving the port as fast as they can be loaded.
