Mr. Meyer, tile American Secretary for the A'avv, in his naval report, insists oil tlio necessity of oflicers having shop training in the naval yards in order that the fleet as far as possible could be made self-sustaining. The Bcnior officers were too old for the_ responsibilities and arduous duty reqmrad by modern battleships and would have insufficient experience to act as subordinate flag officers. The Department is considering tns comprehensive reorganisation of "I# personnel of the navy._ Further repair stations are required in the Carribaan Sea and the Pacific when the Panama Canal is completed. Owing to the necessity for economy, the new construction is limited to two battleships and a repair shop.
