EMPLOYMENT OF EUROPEANS. By Cable.—Press Association.—Copyrigfl Received December 8, 10 p.m. Teheran, December 8. The Persian Parliament approved of the Government borrowing half a million sterling, and also the employment ol Europeans to organise the finances. Russia nnd Britain suggest that a Frenchman should lie appointed for the purpose, but the Persians prefer the .financier to be a native or a representative of one of the smaller Europeaai Powers. Russia is insisting on Russian ollicers to organise the now gendarmerie.
