The Daily Mail's Ottawa correspondent reports it has been practically settled that the vessels constituting the nucleus of the Canadian navy will be constructed in Canada. The Government has come to the conclutfon that vessels equal to the British standard can be constructed in Canada, <wd that while the cost will bo a little more the bencllts will justify the policy. A DISCORDANT NOIH Ottawa, November Bft. Tlie Dominion Grange, a large Canadi-an-farmers' association, adopted a resolution viewing the naval proposals with' grave misgivings, fearing that toe? may provoke war, and recommending that a plebiscite be taken. Further, it recommended the Government to devote the proposed naval expenditure to deepening the Wi'llard Canal.
