Morel (secretary ol the Congo Refonu Association) and Dr. Comjn Doyle are the principal movers. The German newspaper Kreui Zeitung reluctantly admits that Germany 1 ! treaty rights in the Congo can scarcely be preserved except with the co-opera-lion of Britain.
