TARIFF REFORM.

Mr. Winston Churchill, President of the Board of Trade, in bis column manifesto against tariff reform in relation to Lancashire iudustrios, aojught to prove that a 10 per cent, duty on imported manufactures, which would apparently yield ,£14,300,000, could only yield i';l,7o0,000, after allowing for reexports, drawbacks upon the re-exporta-tion of partly manufactured articles, and lesser imports owing to increased colonial production, and when the cost iof collection was taken into account. If British manufacturers raised prices five per cent, the consumer would be mulcted to the extent of fifty millions to secure a revenue of £3,750,000.
