Graham, Canadian Minister for Railways, speaking at Montreal, declared that he was not disturbed over the possibilities of an Anglo-German war, but iu any event it was Canada's duty to protect her coasts, commerce, and fisheries. It would bo a mistake to contribute ahips and money to Britain.
"A DECLARATION OF INDEPENDENCE." Received November 18, 11.40 p.m. Ottawa, November 1&. The newspaper Citizen, an Ottawa Conservative organ, declares that Sir Witfrid Laurier'a statement that the Canadian navy would not participate in a war waged by Britain miles- the Parliament of Canada saw tit, comes near to a declaration of independence, lif the Canadian warships declined to fight, the situation would lie unique in the history of any nation.
