Mr. Birrell (Secretary for Ireland), speaking at Llandudno, ascribed the Lords' attitude to the Budget to their being drunk witirthe new wine tariff reform. If the Budget were rejected the Government would go to the country in January on a threefold issue, namely (1) the future position of the House of Lords; (2) control of Finance by the House of Commons; and (.*■) opposition to taxes on food, with the question of the Lords first and foremost.
