Mr AVJasiton Churchill, speaking at the Colston banquet, said the Lords wished to escape the Budget and destroy the Government, hence they had resolved to violate the Constitution in a manner which, if it succeeded, would leave them the predominant authority in the State. IF THE BUDGET IS REJECTED. THE GOVERNMENT'S PROGRAMME. Received November lfi, 10.55 p.m. London, November 16. Mr. Birrell (Secretary for Ireland), speaking at Llandudno, ascribed the Lords' attitude to the Budget to their being drunk witirthe new wine tariff reform. If the Budget were rejected the Government would go to the country in January on a threefold issue, namely (1) the future position of the House of Lords; (2) control of Finance by the House of Commons; and (.*■) opposition to taxes on food, with the question of the Lords first and foremost.
