Admiral Bowden Smith, speaking to the National Service League, remarked that Prince Henry of Prussia recently, [conversing witfh a friend, stated tie Kaiser was deeply affected bv the English criticisms of himself. While repudiating any intention of teaching England, he considered England should have n strong territorial army by compulsion. Admiral Tlowden Smith urged the need of a strong navy and bona-flde territorial forces to give the navy more freedom of action. "If we had a stronger navy," he said, " we would be, removing a great temptation from Germany, but at present it ran hardly he Moid that we have command of the seas beyond our lihorea."
