Dwelling on the sharp differences between the Government and Parliament, he remarked that if the question wen: put to tile House of Commons as it now stands the suffrage proposal would be largely beaten. Changes in those now holding office in the party would certainly lie inuilvcd in making the question a definite issue at the election, and the party would sillier a distinct loss' of strength.
LORDS AND THE HUDIiKT. Received November 12, 10.20 p.m. London, NDovcuibcr 12. The Duke of Argyll, speaking at a Conservative conference at Dundee, said if the Lords rejected the Budget with a strong protest against its provisions and I a declaration that the Lords were not responsible for it, the issue would lie broad and straight between tariff reform i and the Budget. The general result of tariff reform, according to the experiI ence of all lands, would be bhe keeping up and steadying of wages and the prevention of oscillation in the demand for labor,
Lord Avebury, interviewed, said lie | personally thought it advisable for the Lords to amend instead of reject the Budget, because it contained many old taxes whieli they had no desire to disturb; but the ell'ecls of the Budget would be so disastrous that as Lord Lansdowne proposed to meet it by a direct negative, he was' prepared to supi port the rejection.
