U, 10 a.m. New York, November 8. llcrr Bcrnstorff, German Ambassador to America, in a speech at Philadelphia, said that Germany's foreign policy was purely commercial. She had no territorial ambitions or deep-seated designs against other States and the existing balance of power. Referring to Monroekiii, lie said Germany had not the slightest Intention to seek a foothold in the Western Hemisphere. Trade rivalry should never lead to war. The development of the navy was intended to pro tfft commerce and the moreontile marine.
