Referring to the separate naval schemes of New Zealand and Australia he says: " I do not think that Sir Joseph Ward will mind my saving that in and out of the Conference I urged upon him the desirability of New Zealand throwing in its lot with the Commonwealth and joining in the responsibility for ii truly Australasian fleet unit—init unsuccessfully."
