New York Herald's Pekin correspondent report that Japan is deeply concerned over the statement that the Washington authorities arc investigating O.c Manclmrlan agreement with a vtow to a possible protest. The correspondent states that Count li.o is now visiting Manchuria with # view to forestalling the protest by tV fccHug a more complete understanding wilh China. Count Ito, in conference with the Chinese authorities, contends that it is in China's interest that China itself and Japan should exploit China to the exclusion of other Powers.
