Madrid, October 21. The Spanish Cabinet has resigned. LIBERALS RETURN TO POWER. Deceived 22, 10.50 p.m. Madrid, October 22. The immediate cause of the resignation of the Spanish .Ministry was the Minister of the Interior's accusation that the Opposition leaders, by their leniency in 1900, were responsible for the attempt on King Alfonso's life. Senor Moret made a brilliant reply on behalf of the Liberals, denying the accuand forced Senor Maura to resign. A new Ministry lias been formed, with Senor Moret as Premier. Senor Perez Caballero takes Foreign Affairs and General Luque the Ministry of War.
