Received 21, 0.15 p.m. London, October 21. The House of Commons agreed to the first sixteen clauses of the Budget. Several supporters of the Government were dissatisfied with the seventh clause, believing that all agricultural land was not exempted from increment tax.

An amendment designed to prevent agriculturalists paying increment upon their own improvements was rejected by 218 to 102. Mr. Lloyd-George stated that no real hardship was involved.
