The Ottawa Citizen states that Messrs Harland and Wolff, the Belfast snipbuilders, propose to expend seven million dollars on a dry dock and shipyard in Quebec. The paper adds that the Gj. vernment will doubtless guarantee the issue of bonds and possibly will give other financial assistance, while Harland and Wolff are prepared to build the navy.
