The Admiralty urge the construction of larger docks on both seaboards as mate issential from an Imperial standpoint Ihnn the creation of a local fleet. Tie Esqnimault dock is considered to be too much exposed, and a safer and lamer dock in British Columbia is said to be necessary. Similarly, the one at Halifax is considered to be too small for Dreadnoughts.
