The Times' Ottawa correspondent reports that the Naval Defence Bill will be one of the first measures introduced this session in the Canadian Parliament, opening on November llUi. The Government hope the Royal assent will be obtained before the sessio-i ends, in order that Parliament will be enabled to vote the money for the construction of cruisers and destroyers. Nine ships will be placed in the Atlantic and three in the Pacific. The capital expenditure will be four millions sterling, aijd the annual outlay £(100,000.

Negotiations arc proceeding with the Admiralty for the immediate loan of « crni-vr, which is to be stationed in the Atlantic for the purpose of training eailets and seamen.
