I -mo newspaper Verwarls interprets | the Kaiser's speech, j„ which he said, Our army is a rock of bronze, whereon peace is based," as a rebuff to Mr. Asquithg speed, regarding the overtures tor the reduction of armaments. Mr. Asquith, in the speech in que?tion, said any intimation of Germnnv's desire for an agreement regarding the reduction of armaments would meet with the most cordial response of the British Government.
