The Blucbook a|>pcndix of the Royal Commission on the Poor Laws contains a report by Mr. Cyril Jackson, expert to the. l'oor Law Commission, and the liev. J. I'ringle, contending tiiat relief works, whether national or municipal, under the Unemployed Act lijul im-flai-fied the evil. They remark that industry is at present unorganised economically. The trade unions had done their best to steady labor, Any State or rate funds spent in aid ol the unemployed ahould supplement the trade union funds, and thus give a bonus to thrift.
