By Cable.—Press Association.—Copyright New York, August 23. President Taft, in the interests of economy, has instructed .Mr. Dickcns'on, Secretary for War, to reduce the army from 88,000 to 80,000 men. The annual cost of each American soldier in peace time is £240.
